The patch file for Watcom 10.6 is dated April 21 1999. The actual archive is dated August 1999.
Why is there a big change in the date?
Why is the changes file the same as the previous patch's changes file?

Normally this large a difference in date will not be seen. A difference of a few days is normal, and caused by normal Quality Assurance procedures.
The patch was released with the April 99 QNX Product Suite CD. This explains the changes file date. It was frozen and has not been changed. A new person in QA is now in charge of this, and did not know about it until recently. He then posted the patch to QUICS. This explains the difference in the date.
As for the changes files themselves: this patch includes everything in the earlier
patches. This is why we have to include the changes in the earlier patch in the file for this patch.
